Australia's chemical regulator Nicnas says many companies claiming exemptions for new chemicals used in cosmetics in low concentrations are breaking the law by not fulfilling all the necessary criteria.
Failure to do so, the agency warns, is an offence under the country's industrial chemicals laws and companies could face significant penalties.
